Call to Order Chairman Lords called the meeting to order at 7:00 p.m. II. Roll Call Those Board members in attendance were Chairman Craig Lords, Vice-chairman Annette Winchester, Treasurer Kip Nelson, and Trustee Wendy Horman. Trustee DeVere Hunt was excused. Amend the Agenda Chairman Lords read the Motion and Order to Amend Agenda and asked if there would be a motion to amend the agenda as stated. MOTION: Annette Winchester made the motion to amend the agenda as stated in the Motion and Order to Amend Agenda document. Kip Nelson seconded. Public Input Policy #1550 Public Input will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Chairman Lords asked if there would be anyone who would like to address the Board during public input. Marian Carter – booster club president at Bonneville High School has been working on getting a score board for Bonneville baseball field. She has tried to get businesses to donate to no avail. One business has offered to buy a score board but has asked if the field could be named for the business. Chairman Lords suggested that she get the information to staff so they can consult policy and give direction. Julie Anderson – Stated that she is concerned about her son’s education. His aide doesn’t have time to instruct him properly. She has no extra time to train for what the student needs. The instructor for Idaho deaf and blind doesn’t have time to train her. The aide is paid so low. Mrs. Anderson fears that we will lose amazing aides. She is concerned that students will lose out on continuity. Her son’s aide has no Braille training. Her son needs to use Braille letters as much as other kindergartens need to use sight letters. The current situation is not fair to her son or his aide. If the District would put forth the time to train the aide, she would be useful for more children throughout the District. The aide has received no equipment from the District. She has been working with Jennifer Derbidge. Joyce Smith is Carver’s aide. She loves to work with the special needs kids. But, she makes more as substitute teacher. The principal of Tiebreaker called and asked if she would be interested. She was asked to do the everyday job for ½ day and she is paid no more than the amount it takes for gas to get there. The former aide quit because she had no benefits. These kids go through a lot of aides because there are no benefits. Mrs. Smith needs to trained in Braille. She is working as hard as she can. The administration wants her to stay on own time. She asked why she would want to do that. She explained that she should be paid to get trained. Debra Harmon stated that online school special education students lack support. Her son refuses to meet with a specific special education teacher and will not work with that individual. We need a special education teacher that is supportive. The online principal and teachers need to be supported. Chairman Lords then asked if anyone else would like to speak. Mrs. Horman reported that Chairman Craig Lords had been recognized by the Idaho City Clerks, Treasures, and Finance Officers Association for exceptional service with receipt of the James B. Weatherby Award. Those in attendance congratulated Chairman Lords on receiving this award. Chairman Lords then asked if anyone else would like to speak. She stated that the focus on kids and learning. She will get a schedule to the Board so they can visit schools and see what is happening. Mrs. McConnell stated that this group of policies has been compared with the ISBA Policy Update Service. They have also been revised to reflect current practice. These have gone out for 30-day review and we are now asking that they be approved for final adoption. We will post these policies online so people can access them. Last meeting, the Board asked about the number of homeless students we have in the District. To date we have had 56 apply for homeless status. Of those, 36 have qualified. Chairman Lords asked if the Board had any questions for Mrs. McConnell. Chairman Lords then asked if there would be a motion regarding the policies, procedures, and forms presented in second reading for final adoption. MOTION: Wendy Horman made the motion to accept the policies presented along with associated procedures, and forms for final adoption. Annette Winchester seconded. These will be placed in the online policy manual with a hard copy kept here at the District office and all other hard copy manuals recalled. VIII. New Business A. Audit Report - Judy Brower of Galusha, Higgins, and Galusha Ms. Brower stated that she is handing out two documents. The audit report that has been reviewed with management and a board member report that shows the highlights of the audit report. She said she wouldn’t spend a lot of time on that document.The fund balance is up in total but you obligated this year’s balance for the 2012-2013 budget. The fund balance will support the same number of days as last year. You were budgeting to move forward into next year because of federal funding and state funding that will be reduced. The graphs give a good idea of what has happened. The general fund increased due to the supplemental levy that will be used to provide extra money not covered by federal government. The revenue trend graph shows state funding is down even with enrollment increases and federal funding is also down. The audit does not include pay for performance. It hasn’t been distributed yet. Management has changed how expenditures are coded to show how dollars are actually being spent. This will give the Board better information on what is happening in the District. Instruction, technology, instruction, transportation, and operations go up because you are servicing more square footage. The bulk of your expenditures are in salaries (65.5%) and benefits (24.12%). Overall 89.6% of the general fund is going to salaries and benefits. Federal funds will not be available in the future. Mrs. Horman asked about student fees. Page 48 shows a summary of all student activities in all schools in the District. The administration is looking into processes. You can get the details from the schools these do not belong to the District and should be used for the students at the individual schools.Mrs. Burton will train the personnel at the schools to get better information on the expenditure and collection of these funds. The question was asked about what the Board should be looking at on a monthly basis with regard to the financial reports. The Board should monitor how we are progressing on the budget we set in the beginning of the year and whether the revenues are coming in as projected. How we are managing the revenues. Chairman Lords asked if there would be any additional questions from the Board to Ms. Brower. Chairman Lords then asked if there would be a motion to accept the audit report. Bonneville District Youth Basketball League – Don Trauntvein Mr. Trauntvein stated that he has talked to Mr. Pymm, Mr. McLaren, and Dale Gardner about this concept. They want to involve more students in the basketball activity. They want to have a league similar to the Premier League of last year. They plan on going after 6th graders more aggressively. They want a boys and a girls team from each elementary and middle school. We should allow kids to sign up even if there isn’t enough for a team at their school. We will keep the teams at 7 – 8 kids per team to give them more experience. We will continue this on through junior high school. It is proposed to be a fund raiser for the high school basketball teams to help defray some of their expenses. We will need to hire an individual to manage the league. This person will hire referees and make the schedules as well as make sure the buildings are secure after games are played. The high school basketball coaches want to support the league but not be involved any more. This is meant not to burden custodial staff. Hopefully the kids will clean up after themselves, learn sportsmanship, teamwork, and work ethic. Chairman Lords asked if there would be any questions from the Board to Mr. Trauntvein. Mrs. Horman asked what months the league would run. The plan is November through December. We need to be done before high school season begins. There was a question regarding Idaho High School Activities Association rules. There should be no problems. The Belnap league will have 7th and 8th grade students participating. They will run October through December and again in January and February. The 6th grade teams will be non-competitive and will be aimed at getting kids involved and teaching skills. We don’t want to have any child left out. There will be a standby list to help fill out teams throughout the District. Fees collected from the league will cover the salary of the coordinator and pay the referees. Once that person is hired he/she will be considered a District employee. Funds won’t come from Maintenance and Operation fund but from league funds. High school basketball players can earn money from keeping score. Money will also be used for uniforms. This will keep the gyms busy in our District. Mr. Nelson likes the focus on skill building and fun. He asked if we are thinking about keeping the same ideology with 7th and 8th grade teams. We need to focus on fun and not win at all costs. He then asked if there would be more than one team from each school. It could happen. The high school coaches will be going to the schools, talking to the 6th, 7th, and 8th grade kids. We want as many, both boys and girls teams as we can get. We will not offer coed teams this year. If there is an interest we could do it. We will leave it up to the parents. Mrs. Burton stated that we will probably need to advertise this as a fee increase. The requirement is to post a notice in the newspaper for two weeks then the Board would need to have a fee hearing and then they can adopt it. Mrs. Burton stated that fees are not a problem. We just need a determination of whether they need to be posted and a hearing held. She will contact the District’s legal counsel and will have an answer by tomorrow. Chairman Lords asked if anyone in audience would like to speak to the issue. LoAnn Belnap doesn’t want to be pushed out of Rocky Mountain where their league plays. Mr. Trauntvein stated that will not happen. We plan to the use other schools. Chairman Lords then asked if there would be a motion regarding the Bonneville District 93 Youth Basketball League. MOTION: Annette Winchester made the motion to move ahead with organizing the District 93 Youth Basketball League and not charge a fee pending legal counsel’s advice regarding the need for a fee hearing. Wendy Horman seconded. The vote was 4 in favor with 0 opposed and 0 abstentions. Motion passed. C. Students Come First – Wendy Horman Mrs. Horman presented a resolution for the Board to support the propositions regarding the Students Come First Legislation. She suggested that the Board publicly support the Students Come First referendum. We were already doing these things before they became state policy. Chairman Lords asked if there was anyone in audience who would care to speak to the resolution. Mr. Lords has concern with proposition 1. We have tremendous labor relations. He also stated that he admired Mrs. Horman for taking this on. Mrs. Horman supports Proposition 1 because it frees the Board to visit with teachers throughout the year, siting around the table and collaborating without federal labor law interfering. The reference in the resolution to “the Bonneville Joint School District No. 93” was amended to read “the Bonneville Joint School District No. 93 Board of Trustees.” Chairman Lords asked if there would be any questions from the Board to Mrs. Horman. Hearing none, he then asked if there would be a motion regarding the Students Come First resolution. MOTION: Annette Winchester made the motion to approve the resolution as read and amended. These requirements are addressed in other policy and do not need to appear in separate policies. The Board can just delete them tonight or put them on 30-day review. Chairman Lords asked if there would be any questions from the Board to Mrs. McConnell. Hearing none, he asked if there would be a motion regarding the policies presented for deletion. Committee, Curriculum, and Administrative Reports A. Bonneville Online School Update - Charlotte Reid, Ty Salsbery Ms. Reid reported that their enrollment was 120 students at end of last year. Seventy-five percent (75%) returned. We now have an enrollment of 160 Kindergarten through eighth grade students. There are students attending who live in 9 different counties in Idaho and from Freedom Wyoming which are boarder students. Sixty percent (60%) are from out of district. The students come together for monthly outings. We are meeting their needs because of face to face interactions. We can house 80 students at the Campbell gym. We serve school lunch when they come. The focus this year is to improve scores in math. Ninety-seven percent (97%) of students passed and moved forward. Our secretary Laurie Rierson holds the fort together. Our laptops are holding up nicely. Mr. Salsbery reported that we have 40 kids in grades 9-12 enrolled. There have been 545 credits earned between credit recovery and full time as well as Telford students. We have 10 teachers on supplemental contracts. These currently teach with our District. We are adding a special education teacher. We hope to have this individual on board by the end of next week. We will start PLC service as well. As of today, students have earned 21 credits. Tutoring sessions will be offered at the end of November. We are going through the accreditation process. Mrs. Bohman stated that the school is always changing. It is so exciting to see it evolve. Children have advanced academically and socially. Her students enjoy online learning. They become an independent learners and the curriculum is customized to their needs. She has seen more academic progress and her son scored 100% on ISAT. It is exciting to see more teachers coming online to facilitate virtual classes. There are glitches and we are working through them. Mrs. Bohman thanked the Board for the facility to accommodate activities where the students can have face to face interaction with other kids and the teachers. She has a dual enrolled student that has been accepted at Sandcreek Middle School and expressed appreciation to the District for providing an innovative experience. Nick Bowman stated that he loves online learning because it is so flexible. He doesn’t’ get behind on homework and he thanked the Board for the opportunity for dual enrollment. Chairman Lords thanked Mrs. Bowman for her work. Chairman Lords asked Mr. Salsbery if the new special education teacher would make a difference. He stated that he has been on phone with IDVA and he feels they have a great plan in place that will meet needs of the students. X. Call for Agenda Items for Upcoming Meetings A.
