The Executive Session will be closed to the public as permitted by law. She then asked for a motion mmove inm Executive session for the reason stated, MOTION: Brian McBride made the motion to move into Executive Session for the purpose stated. Jeff Bird seconded, The Roll Call Vote was: Jeff Bird –Yes Amy Landers - Yes Brian McBride - Yes Kip Nelson Yaw Annette Winchester - Yes Personnel Issues –8halenoFrench Chairperson Winchester asked o, French to discuss the personnel issues regarding Employees B14 and C14. Dr. French stated that we don't talk a lot about particulars and cautioned that the Board members make sure they don't share their experiences with particular teachers with others. You need k`boa non-biased panel. K you talk about these things, you could compromise a hearing if it comes to that after probation. Sometimes we have to call other board members from other districts if we don't have a quorum who is non-biased to sit on a hearing panel. You could receive a phone call trying to get you say something that could disqualify you from making a decision. It may be an advocate for the individual. We talk about the issues, We give you enough information 10 know what io going on. We don't want to have m bring ina whole new panel ifwe need m hold ehearing. We have tohe careful not to bias each other ea well. We don't want tn get ina situation where wehave \o keep an employee who doesn't meet the standard because n(a procedure infraction on Our part. We just need mbecareful about what wmsay. Dr. French stated that teacher e14isona continuing contract ofou least three years and is not effective. There is concern with regard to lesson plans and student interactions. The principal has met with the teacher and the individual knows why and the intent m place a14vn probation. There ia hope n[emediaUonif the person understands there ioa problem. With help, the person will make progress and get better and will bring them where they need wbe. C14 is a continuing contract teacher and is showing unsatisfactory performance on the JPAS. The individual failed to meet standard and has been assigned a mentor to help. After 20 days the individual was reevaluated and failed the 2 Id JPA& Behavior, organization, and delivering instruction are a concern. The principal has met with the teacher and the individual knows that they are being placed on probation, Probation isa minimum ofe weeks 0u rectify the situation. They will meet eommediaUun team and form a plan of action. K there is no improvement we will either ask to remove the employee or ask for an additional 8 weeks of probation. Probation can go over to next year. We may need to RIF a position in the future. Dr. French is talking to our attorney to make sure we are doing this right. We want to follow the correct procedure be fair. We can't RIF based on seniority. Our policy has stood up and there have been no legal repercussions, Seniority isn't a factor in our policy. We look at overall performance. If the least effective individual is the most senior employee, we don't have to keep that person, x. Brian McBride seconded, The vote was 5 in favor with 0 opposed and 0 abstentions Motion passed. Amy Landers seconded, The vote was 5 in favor with 0 opposed and 0 abstentions Motion passed. IV.
