This will allow the district to meet the State Department of Education requirements for Alternative Authorization. Individuals are certified but not in special education. They just need an endorsement. The teacher hired will be certified. MOTION: Kip Nelson made the motion to accept the emergency hiring in special education. Seconded by Annette Winchester. All in favor. Motion passed. VIII. Committee, Curriculum and Administrative Reports 1. Policies for Initial Consideration – Assistant Superintendent Dr. Roberts presented one policy, ten procedures, and eleven forms for Board review only. Thirty-day review will stay where they are until next month. We will look for sufficient feedback before they come before the board. Need to get parent input. 2. Alisha Passey - 40 Asset survey results – Idaho Youth Council Drug use and juvenile crime has gone down in our county. BYDC will look at lowest areas and then target them. Worked with the elementary and middle schools this last year. They gave away 58 bikes to students in need. They sponsored the Extra Mile Youth Award that was very successful Community Values is one of the assets that BYCD will target this year. They were active in gathering items for tsunami relief. Don’t be a Dummy skits were also presented to area youth. The BYCD website is available as a resource for the community. Chairman Lords thanked Ms. Passey for all their help and for the work she is doing. BYCD only presents county information; the District is responsible to do what they want with the results of the District’s surveys. A copy of the survey results for the County, District, and each school along with executive summaries for each were given to Board members. 3. Roger Hill facilities report: RMMS projects are almost complete and will be finished before school starts. BHS auxiliary gym entry will be finished before school. Sidewalk from parking will be complete. Metal building for the auxiliary gym is on site and will be erected next week. The gym will be completed June 30, 2007. HHS classroom roof system is ready to be erected. These will be completed June 30, 2007. The fence is up. Sprinklers are ready to be installed. He is coordinating with tennis courts and baseball field projects so they won’t have to redo the fencing and sprinkling system when they are put in. Chairman Lords emphasized the need to get a commitment from the City of Ammon to install a pump. The City hopes that the French drains will drain the area within 72 hours. Chairman Lords asked Roger to talk to Doug Nelson, the district’s attorney, to see what the process is to require the city to install the pump as they promised. The concern is that the drains may not be a permanent and long lasting solution to the problem. There was concern that the pump should be installed before the sprinkler system. Roger reported that we might need to do sod to keep grass on the slop instead of hydro-seed. He also reported that the City of Ammon also agreed to plant 20 – 30 trees. But, they haven’t approached us yet. Elementary schools – They are laying asphalt and carpeting the classrooms this week. Next Monday furniture can be placed in the classrooms. The architects will be available to do the final walk through. The library will be used for a staging area. The contractor will continue to work to finish the building while we are moving furniture in and the teachers are setting up their classrooms. They just need to be careful to stay out of the way of the workers. Teachers can be in their classrooms on Aug 28. Plan to start school on Sept 5. Information regarding the late start of Woodland Hills and Rimrock will be in public announcements, the Beacon, Post Register, Channel 6 and Channel 8. New school students will register at Ammon and Hillview. Bussing schedules will be distributed by the transportation department. Superintendent Shackett asked “What is the point of no return for changing the starting date?” We are pretty well locked in at this point. The District will receive a certificate of occupancy prior to the September 5th start date. The city of Ammon is willing to work with us. The playground on the hard surface and the soft fall equipment will be available when school starts but the hydro-seed won’t happen for a while. Sports complexes specifications will be put together by the end of August and will go out to bid. We will bid all projects separately. Chairman Lords asked about plans for an official opening ribbon cutting ceremony for the new schools. He feels the patrons who sacrificed should be recognized and given a chance to walk through the new buildings. IX.
