Vice-ChairmanWinchesteraskediftherewasanyoneintheaudiencethatwouldliketoaddresstheBoard forpublicinput.ChairmanCraigLordsarrivedat 7:04 p.m.and wasnotpresentwhen themotionto amendtheagendaor when themotion to accepttheconsentcalendar wasmade.Mr.Lordsdidnot participateineithervote.Vice-ChairmanWinchesterturnedthemeetingovertoChairmanLords to conducttherestofthemeeting. Guy Bliesner reportedonthe 5th gradeelementarybikeride thatBarb Croft started severalyearsago.Threehundred kids rodefromRimrock,Mountain Valley,Cloverdale,andIona.Theyrodeatotalof 10miles.Thestate SafeRoutestoSchool Coordinator wasinattendance.Mr.Bliesnerhas shirtsforeachof theBoard members.Mrs.Horman thanked Mr.Bliesner forarranging theactivity forthekids. Alyson Christiansenspoke onbehalfofconcernedparentsatCloverdaleElementary.Theyhad TomHugheswasthere asprincipal tomaketheschoolgreat. Mr.Woolstenhulme wasthere for one year andisnowattheDistrictlevel.Mr.Coburn wasattheschool for two years.Theyare concernedby the inconsistency ofleadershipattheschool.They needaprincipal that willstay andbe involved.They feelliketheyarethe armpitoftheDistrict.They neednew entryandbetterparking.Ms.Christensstatedthatshe wants tostandupforthefeelingsof the parents.Theparents wantto helptodogoodthings atthe school.Theyare askingforcommitmentandconsistency. ChairmanLordsaskediftherewouldbeanyoneelsewhowouldliketoaddresstheBoard.Hearingandseeingnone,heclosedpu blicinput. ChairmanLordsaskediftherewouldbeamotionregardingthe recommendation presented byMrs.McConnell. IX.NewBusiness A.ResolutionAuthorizingtheIssuanceandSaleofGeneral ObligationBondsSeries2012A,2012B,and2012Cforthepurposeofprojectsandrefunding - AprilBurton Mrs.Burton turned thetime over to EricHerringer of SeattleNorthwestSecuritiesandNickMiller of HawleyTroxell.Theyreportedonthe saleof $14million ofbonds withoutincreasingtaxrates.Thiswasinanticipationof enrollmentgrowthand will makeroomfor a significant bondinthenearfuture ofapproximately $50million.TheDistrictis refinancingtomakesavings.Interest rateshavegonedownoverthelastfewweeks.Thereisa lowerrate environment nowthanwhenwebegantotalkinJanuary.The equitymarketwasstrong andwe hititataverygoodtime.Wesold three seriesofbonds atan overall2.97financingrate that camein $1.3 millionlower thanexpected.TheDistrict has averygoodbondrating ofAA3.Wecanstartthinking aboutanotherlargerbondin 2015. NickMillerread the resolutionbytitleandasked foravoteontheresolution authorizingbondstobesold,an escrow agreementforrefunding,anda disclosureagreement.The contract theBoardsaw lastweekdidn’thavetheamountsbuttheyhavebeenfilledinnow.Wewillneedto petition the state superintendent upondeclarationby Boardthatweareimplementingthis planforareason. ChairmanLords readtheresolution and askediftherewouldbeamotionregardingtheResolutionaspresented. Motion:WendyHorman madethemotiontoaccepttheResolutionAuthorizingtheIssuanceandSaleofGeneralObligationBonds Series2012A,2012B, and2012Cforthepurposeofprojectsandrefunding.KipNelson seconded.The vote was4 infavorwith0opposedand0abstentions.Motionpassed B.UseofFootballequipment -BarneyGardner/DaleGardner IHSAA requireshighschools to submit a letter tolocalboardsrequesting use ofequipmentduringthe summer.Thereis nocatastrophicinsurance during the summer months,howisthishandled?The athleticdirector getstheinsurance.TheDistrict needs somethingtoprove that youhavetheinsurance. ChairmanLordsaskediftherewouldbeamotionregardingtheuseoffootballequipmentaspresented . C.MonticelloMontessoriCharterSchool –DaveMeyer Mr.Meyer statedthatDr.Shackett,Mrs.McConnell,andMrs.Burton cametotourtheirschool.HeishopingthattheDistrictandtheCharterSchoolcan findwaystoshare the resourcesthatstudentshaveinalargerdistrict.Hereportedthat all their teachers arehighlyqualified.Theyhave addedforeign languages,Khan Academy,StudyIsland andSRA Readingprogramtotheircurriculum.Students canmoveattheirownpace.Theyare doingverywell and showinggrowth onISATSandIRI.Theywill capkindergartenat20students.Theyalsohavea VISTACoordinator.Theyhave mapped out Montessoricurriculum to the commoncore standards.Theyarelookingat permanentfinancingthroughUSDA.Thecharterschool’s financialsituationis good.Mr.MeyerstatedthattheywanttobeapartofDistrict 93.He invitedBonnevilleboardmemberstojoin theirboard.Theycurrentlyhavetwoopen positions.Hewouldliketosee morecommunicationabout the possibilityofmerging withtheDistrict andswitchingauthorizers. Dr.Shackettstated thatthedomebuildings arewellbuilt,attractive,energyefficient,strong,and safe.Mr.Meyerreportedthattheyspend approximately $15,000ayearonutilities.Thisschoolis notavisionanymore.Itisthereforyoutosee.Heagain encouraged moreandgreaterdialogue betweenthe CharterSchoolandtheDistrict.Mrs.Horman askedaboutthelegislaturedoingsomethingabout the facilitiesfundingsituation forcharterschools.Mr. Meyerindicatedthatthelegislature madegoodheadwayeliminating the cap.Heis hopingtoaskforaccessto the facilitiesequalizationfund.Mrs. WinchesteraskedMr.Meyeriftheschool follows the Montessori Method andwhethertheyenroll students thathaven’tcomeupfrompreschool.There needstobeagreatdealoftimefortransition.Theywill nothave preschoolnextyear.They will enrollforgrades kindergartenthroughsixthgrade.Their enrollmentthisyearis 212.Whenaskedabout how theirstudents IRIscores were.Mr.Meyersaidthatthey workreallyhardwithstudents.Kidsallhave workplans.They moveatownpaceandgointheordertheywantto.The SRA programis wellsuitedbecause itis very self-directed.Mr.Meyer submitted a fullcopyofletterandbudget. Dr.ShackettstatedthattheDistrictis lookingat the prosandconsformerging.Thesubject could be reviewed atawork session. D.EnergyEducationAward –DonTrauntvein Mr.Trauntveinintroduced Ed Graff the VicePresident fromEnergyEducation.Mr.GraffstatedthattheDistricthad reducedenergyconsumptionby30%. He presentedtheDistricttheEnergy Education EnergyExcellence Award.Theawardisforclientsthathavereachedasignificantsavingsmilestone, generally$1million,oramultipleofamillioninsavings.Theawardcelebratesasolid,sustainableprogramandthesuppor tandcooperationof administration,facultyandstaff.The Districthas saved $1.400,000 inenergybills.Mr.TrauntveinacceptedtheawardinbehalfoftheDistrictandstated thatthereis nowayoneguycandoitalone.The staffhelped.Principalsgetanemail fromMr.Trauntvein everydaydetailing howtheschooldidthe day before.Thereisa groupofpeoplewhodoalotofthework.Theyhelpgeteverythingshutdown .Wewouldliketohonorourheadcustodiansandthank themfortheirpartinearningthisawardandmoreparticularlysavingoveramillioninenergycosts. 1.HonorDistrict Head Custodians Mr.Trauntveinrecognizedeachheadcustodianandpresentedthemwithacertificateofappreciation. E.HonorMikeStansel –i-STEMS(GIANTS)StateMiddleLevel Science TeacheroftheYear Award -ShaleneFrench Ms.FrenchstatedthatMr.Stanselwasnominatedby the studentcounsel.He spent the summermaking scienceitems forhisclasses. F.HonorRonaJohnson -NationalHistoryDayPatriciaBehringTeacheroftheYear AwardforIdaho -ShaleneFrench Ms.FrenchstatedthatMs.Johnsonhastakenonlineclassestoimprovehistory instruction.We appreciate her effortsand she representsthe District well.
