Call to Order Chairman Lords called the meeting to order at 7:33 p.m. and welcomed those in attendance. II. MOTION: Annette Winchester made the motion to accept the Consent Calendar. Kip Nelson seconded. The vote was 4 in favor with 0 opposed and 1 abstention (Wendy Horman has a relative on the consent calendar). Motion Passed. V. Public Input Policy # 1550 - Public Input will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Wendy Horman serves on the State Technology Task Force and wanted update the Board on their activities (see Task Force Newsletter). They met with representatives from the state of Maine regarding one-on-one student computing devices in an effort to learn from Maine’s experience. They also met with representatives from the Denver Public School System regarding the SchoolNet Software that allows easy and readily available access to data about students. The next Task Force meeting will be August 8 - 9 in Boise. Chairman Lords thanked Wendy for her efforts and work on the Task Force and for representing our District. VI. Old Business 1. Suspended Policies for 30 day Review – Bruce Roberts a. 1330 Policy Review and Evaluation b. 1340 Policy Manuals c. 1350 Management Rights d. 2250 Teaching Assistants e. 4112 Uniform Grievance f. 4112P Uniform Grievance Procedure g. 4285 Materials Distribution – can probably keep language in that teacher reps can have the right to distribute materials – alternative language for the board to look at – intent is not to stop association from distributing information h. 4290 Political Campaigns i. 4297 Public Access to District Records j. 4297P Public Access to District Records Procedures 2. Delete Policy 4295 Records Available to the Public and combine with 4297 and 4297P Dr. Roberts stated that the listed policies had been reviewed and updated to reflect new statutory requirements and recommended that they be posted on the website for 30-day review. He also recommended that Policy #4295 be deleted and the information incorporated into Policy #4297 and 4297P. When asked, Dr. Roberts suggested that one motion should be made to accept the policies presented for 30-day review and another motion to delete Policy #4295. MOTION: DeVere Hunt made the motion to place the policies as presented into Second Reading for 30-day review. Wendy Horman seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion Passed. MOTION: Kip Nelson made the motion to delete Policy #4295. Wendy Horman seconded. The vote was 5 in favor with 0 opposed and 0 abstentions Motion Passed. VII. New Business 1. Oath of Office: Kip Nelson took the Oath of Office for Zone 1 and Annette Winchester took the Oath of Office for Zone 4. Each Trustee signed the required documents and Valerie Messick, Clerk of the Board also signed and sealed those documents. 2. Chairman Lords declared the Board organization dissolved and appointed Superintendent Shackett as acting chairman to commence the Board reorganization. NOMINATION: Superintendent Shackett called for nominations for chairperson of the Board. Craig Lords was nominated and Wendy Horman seconded. Upon a call for other nominations, no other nominations came forth. The Superintendent then closed nominations and called for the vote. The vote was 5 in favor with 0 opposed and 0 abstentions. Superintendent Shackett declared Craig Lords as the new Chairperson of the Board. Superintendent Shackett then turned the meeting over to Chairman Lords. NOMINATION: Chairman Lords called for nominations for Vice-chairperson of the Board. Annette Winchester was nominated and Kip Nelson seconded. Upon a call for other nominations, no other nominations came forth. Chairman Lords then closed nominations and called for the vote. The vote was 5 in favor with 0 opposed and 0 abstentions. Chairman Lords declared Annette Winchester as the new Vice-chairperson of the Board. NOMINATION: Chairman Lords called for nominations for Treasurer of the Board. Wendy Horman was nominated and Kip Nelson seconded. Upon a call for other nominations, no other nominations came forth. Chairman Lords then closed nominations and called for the vote. The vote was 5 in favor with 0 opposed and 0 abstentions. Chairman Lords declared Wendy Horman as the new Treasurer of the Board. NOMINATION: Chairman Lords called for nominations for Board Clerk. Valerie Messick was nominated and Kip Nelson seconded. Upon a call for other nominations, no other nominations came forth. Chairman Lords then closed nominations and called for the vote. The vote was 5 in favor with 0 opposed and 0 abstentions. Chairman Lords declared Valerie Messick as the new Board Clerk. 3. The 2011 - 2012 Meeting Schedule was discussed. The Board asked which meeting with the principals was most important for them to attend. Superintendent Shackett indicated that the Administrator In-service meeting would allow the Board to meet with all of the administrators whereas the Secondary Principals retreat would only include secondary principals. The Board’s consensus was to attend the Wednesday August 10, 2011 Administrators In-service from 12:00 – 1:30 p.m. They will also attend the Opening Meeting on Tuesday, August 23, 2011 and those who can will attend one of the sessions of the in-service scheduled for Thursday, August 25, 2011. The Board asked that Work Sessions be scheduled at the middle schools and that additional work sessions be scheduled so they can meet with the student councils of all three high schools in the fall and again in the spring. MOTION: Annette Winchester made the motion to accept the 2011 – 2012 Board Meeting Schedule. Wendy Horman seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion Passed. 4. The Bid Award for the irrigation pump station at Sandcreek Middle School and Hillcrest High School was discussed. Roger Hill received two bids on June 30, 2011 (see Bid Tabulation and Bid Award Letters). The low bidder was American Pump of Ucon with a base bid of $76,000. The majority of the cost of the pump will be paid by funds received from the City of Ammon as payment for the sewer easement at Sandcreek and Hillcrest. The remaining costs will come from the Plant Facilities Budget. Mr. Hill recommended that the Board award the bid for the pump station to American Pump. This project should save on the District’s water bill. Todd Hicks will work closely with the contractor and the landscaper during the project. MOTION: Kip Nelson made the motion to award the bid for the irrigation pump station at Sandcreek/Hillcrest to American Pump of Ucon. Annette Winchester seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion Passed. 5. The Driver’s Education Program was discussed. April Burton told the Board that the last year the program was offered was in 2008-09. Expenditures were $100,000 dollars more than the District took in. She believes if the District were to offer the program before or after school and charge $250 per student for tuition we should break even or make a small profit to be used as a buffer. We will use existing vehicles. Expenses would be incurred in fuel costs, maintenance of vehicles, and the purchase of books. It is expected that instructors would be paid $20.00 per hour. There would be no stipend and would have nothing to do with their teaching contract. District employees who taught Drivers Education are recertifying. However the positions will posted and will be open to all candidates who are certified to teach. Background checks and fingerprinting is required of any newly hired person who has contact with students. We are anticipating 240 students to participate District-wide. They will generally be segregated by high school but that will not be a requirement The Board needs to make a decision soon so instructors can be interviewed and hired. It was recommended that the driving range be put back in working order. MOTION: DeVere Hunt made the motion to approve the Driver’s Education Program if details are worked out and approved by the principals within 30 days. If that does not happen to put the program on hold until details are worked out. Wendy Horman seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion Passed. 6. Fee Increase Hearing: April Burton discussed the proposed fee increases and stated that they had been posted twice in the Post Register as required. Reasons for the increases are tot standardize fees across the District, to help defray energy expenses due to use of facilities by groups, to pay staff expenses incurred, etc.. The administration will review the facilities use schedule with the staff and remind them that fees should not be charged unless the Board has approved them. The difference between Community Affairs Groups and Not-for-Profit groups was discussed.. According to policy, anyone using facilities after 6:00 p.m. or on Saturdays should be paying the Not-for-Profit fee rate. The fees shown on the notice are only those fees that increased over 105%. Chairman Lords explained that the Board cannot increase fees above those published but the Board can decrease fees if they wish. Chairman Lords declared the Fee Increase Hearing open. Upon hearing no comment, Chairman Lords closed the Hearing. DeVere cautioned the Board not to price the community out of being able to use District Facilities. MOTION: Wendy Horman made the motion to remove the parking fee increase at Hillcrest High School because fees are sometimes prohibitive for families. DeVere Hunt seconded. The vote was 2 in favor (Wendy Horman and DeVere Hunt) with 3 opposed (Kip Nelson, Annette Winchester, and Craig Lords) and 0 abstentions. Motion failed. Chairman Lords is concerned about fee increases but students do not have to drive. Buses are available for students to ride to school. Wendy Horman requested an accounting for parking fee funds. Principal McLaren explained that the fees are used for stripping, surveillance, etc. Mrs. Horman requested that a notice be put on the fee schedule that a waiver may be allowed. MOTION: Kip Nelson made the motion to accept the Fee Increases as presented by Mrs. Burton. Annette Winchester seconded. The vote was 3 in favor (Kip Nelson, Annette Winchester, and Craig Lords) with 2 opposed (Wendy Horman and DeVere Hunt) and 0 abstentions. Motion Passed DeVere Hunt and Wendy Horman both explained that they are opposed to fee increases but they are both in support of the Driver’s Education fee. VIII. Call for Agenda Items for Upcoming Meetings 1. Board Retreat – Tuesday July 19, 2011 – invite media to lunch The Board would like Ideas regarding technology and Common Core Standards from Dr. Shackett, Dr. Roberts, and Ms. McConnell to frame the conversation regarding Board goals. a.
