/>III.UpdateBoardRosterfor 2012-2013ifneeded <br />TheBoardmembersupdatedtheirpersonalcontactinformationasneededforNSBA. <br />IV.Itemsfor Discussion <br />A.New ElementaryBrickandRoofColors -RogerHill <br />Mr.HillshowedsamplesofbrickandrooftotheBoard –aftersomediscussiontheychoseEmeraldGreenfortheroofandSmokeyMountainforthebrick.TheBoard <br />askedforanupdateontheprogressoftheconstruction.Mr.Hillreportedthatthepad,footings,andfoundationwallshavebeenstarted.Thingsaregoingwell. <br />B.ItemsRequiredforBoardApproval -AprilBurton <br />Mrs.BurtonreportedthattheBoardwillseemoreitemsontheconsentagendainthefuture.TheSuperintendenthastheauthoritytosignforanythingunder$25,000but <br />shefeelstheBoardneedstobeawareofthesetransactions.Mrs.BurtonaskedabouttheExtended-OutofDistrictTravelpolicy andaskedif groups should get <br />permissionfortripsthathappenduringthesummer.Whataretheliabilityissuesiftheydon’tbutusetheschoolname?Weneedtoeitherenforceorchangethepolicy. <br />WeneedtohavetheDistrict’sLegalCounselandtheInsuranceAgentlookatitand givearecommendation. <br />C.FeeIncreases –AprilBurton <br />Mrs.Burtondiscussedthefeesthatwouldbebroughtupinthehearingthisevening.Shealsostatedthatasnewfeesarerequired,therewillbeadditionalfeehearings <br />throughouttheyear.Wecan’t imposenewfeesunlessthepublicismadeawareofthem.Itisastatutoryrequirementthatanyincreaseover5%mustbepostedfora <br />hearing.TheBoardcanreduceoreliminatefeesbutitcannotaddorincreaseatthehearing.TheIDLAcoursefeeisgoingupto$100forclassestaken above seven <br />credits.Thefeewillbechargedfor online coursesthatcontinueduringthesummerbecauseitisacosttotheDistrict. <br />Therewassomediscussionregardingthefacilityrentalfees.TheBelnap League shouldeitherbepayingthecommercialfeeorthecommunityuserfeeforSaturdayuse. <br />Weneedtotrackwhoisusingthefacilitiesandwhentheyarebeingused.Thereare24gridkidteamsintheSouthaswellassoccerteamsandthereare16intheNorth. <br />Thereneedstobeawaytoscheduletheuseofthefieldsandfacilities.Thosewhohavefilledoutanapplicationandhavepaidtheschedulingfeewillhaveprioritytouse <br />thefacility.Apparentlyfeesarebeingchargedthathaven’tbeenapprovedbythe Board.Thefeesaregoingtotheschools.TheBoardwantspeopletobeabletousethe <br />fieldsandfacilitiesanddoesnotwanttomakemoney.Thereisaneedtobereimbursedforupkeepandpowercostsincidenttofacilityusebythecommunity.TheBoard <br />doesnotwanttheschoolstoimposefeesbythemselvesbuttoadheretothefacilityusefeeschedule.Weneedtodifferentiatebetweentypesofusers.Practiceisopen.If <br />theorganizationmakesmoneyoffthefacilities,theyshouldbechargedatthecommercialrate.Thereshouldbeaschedulingfeechargedtoorganizedgroupswhowish <br />tousethefacilities.Weneedtomanagethefacilitiesacrosstheboardandcontrolaccesstothem.WeneedtosettheexpectationsthenrunthembyDistrictLegal <br />Counselbeforeproceeding.WeneedtocontroltheuseofschoolnameswhenactivitiesarenotschoolorDistrictsponsored. <br />D.BoardBookPublicViewandAgendaDistributionRequirements -ValerieMessick <br />Mrs.MessickdiscussedplacingalinktoBoardBookontheMainPageoftheDistrictWebsitesothepublichaseasyaccesstoagendasandminutes.ChairmanLords <br />askedthatminutesfrompastmeetingscurrentlypostedontheWebsitebeavailableinoneareasothepublicdoesn’thaveto gotoseveralplacestoaccessthem.Mrs. <br />Messickaskedifitwouldbeoktochangepolicy#1510 BoardAgendaItems underDistributionoftheAgendatoreadaccessisavailableontheDistrictWebsite.The <br />Boardwantstocontinuetohavetheagendasenttothestaff,PTO,andmedia viaemailaswellashavingtheagendaavailableonthewebsiteunderBoardBook.The <br />BoardadvisedthatanythingintheBoardPacketthatispublicrecordshouldbemadeavailabletothepubicviaBoardBook.TheBoardagreedthattheagendacanbe <br />posted withonlymaintopics andwill notrequireallnamesundertheconsentagendatobepostedonthehardcopysincethesewillbeavailableintheBoardBookversion <br />thatwillbeonline.ChairmanLordsrequestedthattheagendawithallnameslistedstillbe availableforeachBoardmemberatthemeetings. <br />E.ReportonPlanforSpecial Education -SusanSearle <br />Ms.SearlereportedontheSpecialEducationchangesthatareplannedfornextschoolyear.TherewillbetwoSpecialEducationCoordinators,onefor elementaryand <br />oneforsecondary.Theywillvisiteveryclassroomweeklyandoffertechnicalassistancetoteachersasneeded.Theywillbe hiringIBI/PSR/DTpersonnelintheDistrict <br />withKirkBensonassupervisor.Trainingwillbeprovidedtheseindividualsonearlyreleasedays.Ms.Searlewentoverthecurriculumimplementationandthesecondary <br />SpecialEducationPlan.Shealsotalkedaboutspeechandlanguagetherapyconcernsandgoals.SpecialServicesis lookingat differentoptionsforprovidingSpeechand <br />LanguageTherapysincethereisashortageofprofessionalswillingtoworkintheDistrict.ThestateonlyreimbursestheDistrictatateacherlevel.Thismaybecomea <br />hardtofillpositioninthefuturewhichwouldallowformoresalaryfortheseindividuals.WhenaskedaboutMedicaidbilling,Ms.SearleinformedtheBoardthatthereis <br />somereimbursementbutitisaverysmallamount.Thereisnoreimbursementfortheseservicesfromeitherthestateorfederallevels.Weareat-riskifanIEP isnotbeing <br />serviced.Shemaybelookingaton-lineservicesandwillparticipateinawebconferenceonMondayat12:00withPresenceLearning.
