"';ti, ..'rint"V!id; nt kl,i fjo ,n i I"'C'onliell, <br />Executive Session <br />March 27, 2014 <br />After the Work Session /Special Meeting <br />Chairperson Winchester stated that the Board will enter into Executive Session pursuant to Idaho Code Section 07 -2345 (1)(c) To conduct deliberations <br />concerning labor negotiations or to acquire an interest in real property which is not owned by a public agency. The Executive Session will be closed to the public <br />as permitted by law. <br />She then asked if there would be a motion to move into Executive Session at 1:17 p.m. <br />MOTION: Array Landers made the motion to move into Executive Session for the purposes stated. Kip Nelson seconded. The Roll Call Vote was: <br />Amy Landers - Yes <br />Brian McBride - Yes <br />Kip Nelson - Yes <br />Annette Winchester - Yes <br />I. Labor Negotiations — Marjean McConnell <br />Mrs. McConnell stated that the administration met with the BEA last month but we won't start negotiations until next month. We have retained Randy <br />Bohannan again this year to assist in the process. We held the line to leave policy there and not place it in the Master Agreement. She asked the board if <br />they want to continue in that direction. There was consensus that we. should continue in that direction. She discussed some of the key issues that may be <br />encountered. She stated that we want to be careful not to tie our hands down the road. <br />II. Interest in Real Pronertv—April Burton <br />Mrs. Burton stated that we have looked at options around the current site. There is a parcel of land that gives us a chance to change the position of <br />stadiums, parking lots, etc. It is in the flood plain so we can't build anything with a basement there. The property was appraised and that is where we start <br />negotiations. The appraisal was $7,000 per acre. The owner asked $10,000 per acre. We have funds that were allocated for land from the 2009 bond that <br />we will use to purchase this parcel. Purchasing this land will give us a lot of opportunities as well as more access. <br />111. Move Back into Open Meetina <br />Chairperson Winchester asked for a motion to move back into Open Meeting at 2:13 p.m. <br />MOTION: Kip Nelson made the motion to move back into open session. Amy Landers seconded. The vote was 4 in favor with 0 opposed and 0 <br />abstentions Motion passed. <br />IV. Motions from Executive Session <br />Chairperson Winchester then asked if there would be any motions from executive session. <br />MOTION: Brian McBride made the motion to purchase 40 acres of land off 1`t Street adjacent to the 80 acres currently owned by the District for $10,000 <br />per acre. Amy Landers seconded. The vote was 4 in favor with 0 opposed and 0 abstentions Motion passed. <br />V. Ad'oI umment <br />Chairperson Winchester then asked for a motion to adjourn at 2:14 p.m. <br />MOTION: Kip Nelson made the motion to adjourn. Amy Landers seconded.
