Welcome Visitors and Deleoations Chairman McBride welcomed Superintendent Dr. Charles Shackett, Deputy Superintendent Marjean McConnell, Assistant Superintendent Scott Woolstenhulme, Director of Human Resources Dr. Shalene French, Chief Financial/Operations Officer April Burton, Director of Curriculum & Instruction Michaelena Hix, Director of Safe Schools, Maintenance & Operations John Pymm, Energy Education Specialist Don Trauntvein, Community Relations and Communications Phil Campbell, Director of Secondary Special Education and Federal Programs Julian Duffey, Bonneville Assistant Principal Trent Dabell, Hillcrest High School Principal Doug McLaren; Scott Straubhar, Ed Daniels, Renee Artis, Deirdra Parker, Amelia Marek, and Yi Chang Liao of Hummel Architects; Kurt Karst of Alderson Karst & Mitro Architects; Engineer Jeff Freiberg, Design Committee members Christie Slater, Jamie Avondet, Doug Knapp, SueAnn Dabell, Micheal Graham, and Brian Corneilson; and Board Clerk Mary Hansen. IV. Items for Discussion A. New High School Design Presentation - Hummel Architects Scott Straubhar of Hummel Architects informed the Board that we are in one third into design development. Ed Daniels of Hummel Architects explained updated changes to the plans as follows: Site Plan: • Main site plan includes 46 acres, plus additional future bidding proposals for ball fields of 4.3 and 2.6 acres • Additional parking was added for ball fields and soccer north of soccer fields • Concession, ticket sales and restrooms near ball fields • Two accesses to the school, one on the south off 1st Street and one to the west off of Crowley Rd • Busses can enter from either access; however, the bus loop is near the south-east entrance • Possible of student accessing on the west and busses to the south • Busses and student parking access is separate • Parent drop off is placed on the east side of the west lot • Two stadium parking lots for both the home and visitor teams • Fire truck access will be gated, not allowing pedestrian passage • Seminary will have separate parking lot at building • Discus throw area overlaps the soccer practice field • Optional to stripe visitor parking lot if used for marching band practice • Security and visibility better in the front, therefore student parking in front Board of Trustees Brian McBride Paul Jenkins Amy Landers Jeff Bird Greg Calder • All access points will be programmed by electronic locks and clocks • Service access for the kitchen will be during day -time hours, not during game time • South access will be a public road maintained by D93 First Level • Auditorium lobby area has been enlarged which also increased the balcony seating • Six stairwells: two on either side of wrestling area and far end of auditorium; one at gym entrance and main lobby • Considering placing tiered seating in commons area • Garage doors good for cafeteria flow, but more security is needed for dances • Cafeteria space is used for eating, special needs activities, club activities, gathering area for auditorium patrons, banquets, practice area, etc. • Currently there are 960 seats in auditorium and balcony 1.5 Level • Balcony is at the same level as practice gymnasiums • Practice gymnasiums include collapsible bleacher seating • Weight rooms, cardio, and team room with nearby stair access • Restrooms for gymnasium 2nd Level • Mainly classrooms • Restrooms, faculty restrooms, elevators, staff support space • Circulation air flow with natural light • Four additional classrooms will be on alternative bid • Lockers will be around auditorium and in classroom hallways • Sound barriers between 15f and 2nd floors include stiffer constructional material with increased cement 3rd Level • Science rooms and labs • Four more additional classrooms will be on alternative bid • Faculty restrooms on all floors • Catwalk has third floor access • Access stairwells from both 2 and 3 floors • Skylight throughout the building. Helps bring in light into rooms without windows. • Sightline view on balcony steeper than main floor seating Exterior • Exterior options include corrugated metal panel, wreathing steel panel, resin wood panel, metal panel gold and silver, concrete masonry unit (CMU) walls • New energy code does not allow masonry for complete building • Longevity, durability, low installation time for various building panels • Opaque windows to bring light into rooms. • Outside entrance to the library • Exterior lighting will be down -lighting Future Improvements • Entrance to the auditorium needs to be more inviting and with signage • Additional glazing at gymnasium entrance • Skylights and snow accumulation • Increased windows could increase cold in winter months • Concession, ticket areas, and restrooms need to be relocated • Too few student access and exit points • Combine cardio and team room to make weight room bigger. • View from one classroom into another classroom might be a problem There was a short recess from 5:16 p.m. to 5:33 p.m. B. New Hiah School Site Plan — John Pymm, Kurt Karst of Alderson, Karst & Mitro Architects, and Jeff Freiberg, Civil Engineer Bonneville County Planning and Zoning is requiring the District, as the land developer, to build the necessary roads that create two different routes necessary in and out of the adjacent subdivisions: Caribou subdivision to the north and Ridgeview subdivision to the west of the new high school. Currently, 9th North is too long to be a dead end and the District is responsible to connect 9th North and Lost River Road into the Caribou subdivision because D93 owns the corner of the property where the two roads will come together. Mr. Karst and Mr. Freiberg informed the Board that the School District purchased the un -developed portion of the Ridge View Master Plan. All that was developed in the Master Plan was Ridge View Division No. 1 and it has four dead end streets; consequently Bonneville County is requiring the School District to deal with the dead-end streets and provide a second access out of Ridge View, Bonneville County Planning and Zoning requirements for Plat approval are as follows: • Align Greenwillow Drive in Cloverdale with the School Access on 45th • Provide connectivity with Lost River Road in Ridge View Div. No. 1 with the School Access to 45th • Complete the connection with Lost River Road in Caribou Meadows Div, No. 2 to 9th North (the land to make this connection is owned by the District) • Complete the connection with Ten Mile Way and East Ladino Drive to eliminate the dead ends, • Complete the cul-de-sac on Flathead Drive to eliminate the dead end. The reasons behind these requirements: 1. County Ordinance requires two access points into subdivisions. 2. County Ordinance does not allow dead end streets, the end of the street must have a cul-de-sac. The maximum length of a street with a cul-de-sac is 400 feet. Bonneville County Planning and Zoning Commission Public Hearing is being held on Wednesday, March 23, 2016 starting at 6:30 p.m. in the Planning and Zoning Room, 605 North Capital Avenue, Idaho Falls, ID 83402, The Hearing segments for Bonneville Joint School District 93 will be held at 7:30 p.m. V, Call for Aaenda Items for Uocomina Meetinas Chairman McBride asked if any Board member would like to add any items for discussion to upcoming meetings.
