Shackett, Superintendent 3497 North Ammon Road, Idaho Falls, Idaho, 83401  (208) 525-4400  Fax (208) 529-0104  www.d93schools.org Board of Trustees  Annette Winchester  Kip Nelson  Amy Landers  Brian McBride  Jeff Bird Bonneville Joint School District No. 93 is an Equal Opportunity Employer Marjean McConnell, Deputy Superintendent Executive Session June 11, 2014 Superintendent Shackett’s Office 6:00 p.m. Chairperson Winchester stated that the Board will enter into Executive Session pursuant to Idaho Code Section 67-2345 (1)(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student and 67- 2345 (1)(c) To conduct deliberations concerning labor negotiations or to acquire an interest in real property which is not owned by a public agency. She then asked for a motion to enter in to executive session for the reason stated at 6:05 p.m. MOTION: Amy Landers made the motion to move into executive session for the reasons stated. Jeff Bird seconded. The roll call vote was: Jeff Bird - yes Amy Landers - yes Brian McBride – not present Kip Nelson - not present Annette Winchester – yes Brian McBride arrived at 6:22 p.m. I. Negotiations Discussion – Marjean McConnell Mrs. McConnell stated that they had negotiated with the Bonneville Education Association and they understand the Board’s position. There were a few language changes negotiated. We added a better definition of planning time. Agreed on a 1% increase in the base salary and the District will absorb the insurance increase of 4%. Steps and lanes will be awarded and the stipend agreement will be restored. No new language was added to the Master agreement. Mrs. McConnell is also recommending that administration and classified be given 1% base salary increase, insurance payment, and movement on salary grid. She stated that it is good that Randy Bohannan is available during negotiations. He has a good perspective. We will work continuously on communicating with the BEA regarding Board policy and other issues at their monthly meetings. We will distribute $485,000 in leadership premiums next year. These are not negotiated but, we talked as a leadership committee about who should receive these moneys. There are people who have been performing leadership duties for many years without a stipend. We took team leaders and department heads out of the stipend agreement and put them into leadership premiums. We will have job descriptions covering the leadership positions and people will be appointed by the principals. Right now, we are current with regard to stipends as well as steps and lanes. If the legislature doesn’t fund leadership positions, they will go away. These will be different from year to year. II. Personnel Issues – Shalene French Dr. French informed the Board that Employee D14 was placed on paid leave and suspended because of an incident at the school. The individual was placed on leave until the principal was available. The principal will work with the individual on classroom management and will monitor closely during the next year. Dr. French is not recommending probation at this time. III. Move Back into Open Meeting Chairperson Winchester asked for a motion to move back in to open session at 6:42 p.m. MOTION: Brian McBride made the motion to move back into open session. Jeff Bird seconded. The vote was 4 in favor with 0 opposed and 0 abstentions. Motion passed. Chairperson Winchester then asked if there would be a motion from executive session. MOTION: Jeff Bird made the motion to accept the suspension of employee D14. Amy Landers seconded. The vote was 4 in favor with 0 opposed and 0 abstentions. Motion passed.
