Pledge of Alleaiance Chairman Brian McBride invited the audience to join the Board in reciting the Pledge of Allegiance. II. Prayer was offered by Clarice Miller, III, Call to Order Chairman Brian McBride called the meeting to order at 7:05 p.m, IV. Roll Call Chairman Brian McBride present Vice Chairman Paul Jenkins present Treasurer Amy Landers present Trustee Jeff Bird present Trustee Greg Calder present V. Welcoming of Delegates and Visitors Those in attendance were Superintendent Dr. Charles Shackett, Deputy Superintendent Marjean McConnell, Assistant Superintendent Scott Woolstenhulme, Chief Financial/Operations Officer April Burton, Director of Curriculum & Instruction Michaelena Hix, Director of Safe Schools, Maintenance & Operations John Pymm, Energy Education Specialist Don Trauntvein, Community Relations and Communications Phil Campbell, Discovery Elementary Principal Ken Marlowe, District Math Specialist Rodd Rapp, Discovery 6th grade teacher Katie Pyper, Hillcrest Assistant Principal Josh Haggerty, Title One Coordinator Clarice Miller, ESL Coordinator Jeff Davis, Bonneville Online K-8 Principal Shelley Andrus, Owner's Representative Brad McKinsey, Tom Hunsaker, and Board Clerk Mary Hansen. Chairman McBride reminded those who wished to speak during Public Input to sign in, chose one spokesperson, and give any written materials to the Board Clerk, VI. Amend/Approve the Agenda Chairman McBride read the Motion and Order to Amend Agenda. He then asked for a motion to amend the agenda for reason stated. MOTION: Amy Landers made the motion to amend the Agenda as read, Greg Calder seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. Chairman McBride then asked for a motion to approve the agenda as amended MOTION: Paul Jenkins made the motion to approve the Agenda as amended. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried, VII. Consent Calendar Chairman McBride asked if any Board Member would like to remove any items from the Consent Calendar to the regular agenda. MOTION: Paul Jenkins made the motion to remove Football Equipment Letterfrom the Consent Calendar to be discussed at the next work session. Jeff Bird seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. He then asked if any Board Member had any questions with regard to the Consent Calendar. Paul Jenkins asked for clarification on the contracts for Idaho Digital Learning (an online service provider required by state Board of Trustees ' Brian McBride Paul Jenkins Amy Landers Jeff Bird Greg Calder statute which offers a wider variety of high school online classes), Williamsburg Educational Services (online curriculum for high school) and Calvert Education Partners (online curriculum for K-8). Chairman McBride then asked for a motion to approve the Consent Calendar. MOTION: Greg Calder made the motion to approve the Consent Calendar. Amy Landers seconded. Discovery Elementary Reader - Ken Marlowe, Kati Pyper Chairman McBride invited Discovery Elementary Principal Ken Marlowe to introduce 6th grade teacher, Kati Pyper and 6th grade student, Tayson Jones, Mrs. Pyper announced that Tayson had now read over 11,000,000 words! She stated the class goal was for each student to read one million words, however, Tayson took it a step further! His enthusiasm has spread to the other students who have set goals to read more, Tayson told the Board he enjoys reading adventure and fantasy books. The Board congratulated Tayson for his accomplishments and presented him with a certificate. 1. Tayson Jones -10,000,000 Word Reader! IX. Public Input Pursuant to Board Policy #1550 Public Participation in Board Meetings Public Input shall be held to a maximum of 1 hour and will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest, The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. Brandy Dixon, 432 Swan Valley Highway, Ririe, ID: Brandy stated her daughter has open -enrolled at Bonneville High School for the next school year. She is aware that due to over enrollment that her daughter might not be accepted for the upcoming school year and asked the Board to make an exception. Ms. Dixon said the family would transport their daughter to school. X. New Business A, Proposed Policv Deletion - Marjean McConnell Chairman McBride invited Marjean McConnell to present policies, forms, and procedures for deletion. Ms. McConnell explained these policies, forms, and procedures are out of date and similar policies are found in the current policy manual. MOTION: Jeff Bird made the motion to delete the policies, forms, and procedures presented for reasons stated. Paul Jenkins seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Budaet Hearina A. 2016-2017 Budget Chairman McBride invited April Burton to present the 2016-2017 District Budget. Mrs, Burton stated the budget assumptions of 2016-2017 are based on 2015-2016 average daily attendance in November 2015; this is what drives the funding received by the state. It is assumed that both our enrollment numbers and support units (classrooms) will increase in the upcoming year. The state has also increased our discretionary funds, which the District will use to hire new teachers. The district will absorb the increase in employee benefits and has added three additional work days to the classified calendar. Mrs. Burton stated that the estimated ending fund balance will be lower for the next year due to increase cost for Special Education. The levy rate will increase due to the bond sale. Chairman McBride opened the meeting for the Budget Hearing and invited anyone in attendance who wished to speak regarding the proposed 2016-2017 budget, No one came forward. Hiqh School Construction Report - Brad McKinsey, Owners Representative Chairman McBride invited Brady McKinsey to give the High School Project Construction update. Mr. McKinsey stated since the new high school design was completed, over 600 construction plans are now being drawn up. Headwaters Construction Company and Core Construction Services of Nevada, Inc. have been actively involved in setting priorities for site and facility projects. Recommendation for Bid package #1 including water and sanitary sewer utilities and mass grading will be presented to the Board at the next meeting. Bid package #2 including the steel package and final design will be out for bid in August. The Seminary building location has not been decided on yet; however, whichever lot is chosen, the infrastructure will be available. As excavating and building begin, sensitivity of the neighborhood will be top priority. B. Report on the State of the District - Clarice Miller, Title One Summer School Coordinator Chairman McBride invited Clarice Miller to present on Title One Summer School. Mrs. Miller explained that Summer School helps a lot of students. This year 1,000 students were sent information about summer school and currently 250 students are enrolled in all grade school levels including 46 preschool students. The classes are being held at Bridgewater and Falls Valley Elementary schools, Monday through Thursday, through June 30th, Breakfast and lunch are provided every day for the students and the District provides transportation. Summer School is made possible by the partnership Bonneville Joint School District 93 has with Brigham Young University -Idaho and their student teacher program. These college students are excited to work in real classrooms and with certified teachers. Summer school provides an opportunity for the at -risk student build confidence and find success in their school experience. A migrant summer school program is held in August before regular classes start. C. Proposed Policv for Initial Consideration - Marjean McConnell Chairman McBride invited Ms. McConnell to present policy for initial consideration.
