Call to Order Chairman Jeff Bird called the meeting to order at 12:43 p.m, 11. IV. Lincoln High School Student Council Presentation Chairman Jeff Bird introduced Lincoln High School's Principal Lance Miller and Student Council Advisor Emily Freeman and the Student Council members, Manu Leilua and Jordan Badillo. The students presented the 2016- 2017 Student Council accomplishments for Lincoln High School: • Lincoln's Annual Car Show • Fall Spirit Week • Halloween Costume Contest • Retirement -of -a- Flag Ceremony • Spring Spirit Week • Candy Grams The students are looking forward to Senior Appreciation events happening next month. V, Transportation Manager Recommendation Chairman Bird invited Marjean McConnell to present the recommendation for the Transportation Manager. Ms. McConnell presented Michael Graham and asked for approval from the Board. He displays good management skills and is currently working in the District as the bus driver trainer. Mr. Graham will replace the current manager, Karen Judy, when she retires. MOTION: Greg Calder made the motion to approve Michael Graham as the transportation manager for Bonneville Joint School District 93. Amy Landers seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. VI. A. Proposed Boundary Discussion Mr. Woolstenhulmo reviewed the results from the patron and staff survey that was collected early this month. These results help in determining what is important to the community relating to the upcoming boundary changes. Projections are based on the current student enrollment for the 2018-2019 school year when Thunder Ridge High School opens for students and also the projections seven years from that start date; projections do not include any growth predictions. Thunder Ridge HS will be a 5A school with a starting enrollment of approx. 1,500 students; Bonneville HS will be a 4A school with a starting enrollment of approx. 1,000 students; and Hillcrest HS will be 4A school with starting enrollment of approx.1,200. It is easier to align boundaries to streets than railroad tracks. With proposed boundaries, the traffic flows will move towards the east and away from the common congestion areas. Trustee Chad Dance asked Mr. Woolstenhulme to review the seven key Administration goals presented to the Board in February and how they relate to the proposed boundaries presented today. Mr. Woolstenhulme confirmed these goals have guided the proposed plans and have been met. The goals are: 1. Match the expected student enrollment growth to the capacity 2. Balance the low socioeconomic status (SES) populations 3. Balance the Special Education populations 4. Balance the minority populations 5. Economize the cost of bussing student and plan efficient flow for parent and student traffic 6. Make the boundaries as simple and easy to identify 7. Consider changes in the context of recent boundary changes Mr. Woolstenhulme introduced proposed middle school boundary changes, too. All middle school student will be split between two middle schools. It is proposed that the boundary for Sandcreek MS be moved north to Lincoln east of Ammon Road. Sandcreek MS is a larger school than Rocky Mountain MS and has more available space to place modular trailers, if needed. A new survey will be sent out to parents, students, and patron relating to these proposed boundaries. It is in everyone's best interest to have these decisions in place before the end of the school year. It was proposed that the May work session will be changed to a Special Meeting to be held on May 23, 2017 at 7:00 p.m. in the District Board Room. This will allow the community to attend when these proposals are discussed and possible decided on. MOTION: Greg Calder made the motion to change the May 23, 2017 work session to a Special Meeting to be held at 7:00 p.m. in the District Board Room. Paul Jenkins seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion was carried. B. Open Enrollment Policy Review The open enrollment policy would deviate for only the first year that the new boundaries are in place; after the first year, all students will be expected to attend the school assigned to their home address. Once a student chooses a school to attend, they would need to re -apply for open enrollment to move to another school. The District administration recommends that the students in their current attendance areas have first choice as to either move to the new high school or remain in their current school, Senior students would have first choice, juniors second choice, and so forth until enrollment for that school is capped. Bonneville and Hillcrest HS will cap at 1,200 students and Thunder Ridge at 1,500 students, allowing for growth. Reasons to stay in current school could include athletics and co -curricular activities. IHSAA rules and polices will be followed for all athletes. VII.
