Shackett, Superintendent Marjean McConnell, Deputy Superintendent 3497 North Ammon Road, Idaho Falls, Idaho, 83401  (208) 525-4400  Fax (208) 529-0104  www.d93schools.org Board of Trustees  Annette Winchester  Kip Nelson  Amy Landers  Brian McBride  Jeff Bird Bonneville Joint School District No. 93 is an Equal Opportunity Employer Executive Session April 29, 2015 After the Work Session Chairperson Winchester announced that the Board will enter into Executive Session pursuant to Idaho Code Section 67-2345 (1)(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student and Idaho Code Section 67-2345 (1)(c) To consider deliberations to acquire an interest in real property which is not owned by a public agency. The Executive Session will be closed to the public as permitted by law. Chairperson Winchester asked for a motion to move into executive session for the reasons stated. MOTION: Kip Nelson made the motion to move into executive session for the reasons stated. Brian McBride seconded. The Roll Call Vote was: Jeff Bird excused Kip Nelson yes Brian McBride yes Annette Winchester yes Amy Landers excused I. Property Information – Roger Hill Chairperson Winchester asked Mr. Hill to discuss information regarding property with the Board. He handed out a map to the Board showing the 18 acres of property he has talked to the owner about the value. The property may be a good place to replace Ammon. He wants to know if the Board is interested and if the map with the sewer line is ok. The Board is interested in pursuing this property. Mr. Hill also talked about property that they discussed last meeting. He doesn’t feel like the District would be able to pay the requested price. They talked about having the owner donate a portion. The Board thought they should wait to see what the price may be. There was some discussion regarding trees that the District agreed to keep as well as let the owner take the ones they want. Mr. Hill will talk with the owner about which ones they want to take. There are three rows of trees there. With regard to the property line concern, they will draw the description up to show the line at the fence. They will get information from the survey firm that the description is right. II. Personnel Items Shalene French Chairperson Winchester asked Dr. French to discuss personnel issues with the Board. She recommended that Teacher E15 be placed on probation for the rest of the year. The individual has been suspended and an investigation is taking place. She will meet with Employee F15 who has failed to pass the JPAS for two years in a row. The teacher has scored ineffective this year and minimally effective last year. There is a plan for supervision and get the individual into some classes. If the probation doesn’t go well, Dr. French will recommend non-renewal of the contract. Dr. French gave an update on employee B15. The individual is suspended but has been relocated to work at Bonneville Online with Mr. Salsbery. There is a long term substitute in the individual’s classroom and the individual is able to access the com puter to provide lesson plans for the substitute. They are still checking into what do with the dual credit class. The District may need to be prepared to refund some money to the kids enrolled in that class that don’t feel like they received the instruction the feel they should have received. The individual will seek counseling as part of the suspension. The individual is very humble and has apologized for actions that lead up to the suspension. The individual is a good teacher and well liked. III. Move Back into Open Meeting Chairperson Winchester asked for a motion to return to open meeting. MOTION: Kip Nelson made the motion to move back into open meeting. Brian McBride seconded. The vote was 3 in favor, 0 opposed and 0 abstentions. Motion was carried. IV. Motions from Executive Session Chairperson Winchester stated that there would not be anything from executive session to vote on. V. Adjournment Chairperson Winchester then stated that the meeting was adjourned.
