II.RollCall BoardMemberspresent:ChairmanCraigLords,Vice-ChairmanAnnetteWinchester,TrusteeKipNelson,andTrusteeWendyHorman.Othersinattendance were SuperintendentChuckShackett,AssistantSuperintendentMarjeanMcConnell,PrincipalJohnPymm,AssistantPrincipal CraigMiller,Assistant PrincipalLanceMiller,HealthandSafetyCoordinatorGuyBliesner,DirectorofPlantFacility/PurchasingRogerHill,ChiefFinancial /OperationsOfficerApril Burton,DirectorofOperationsToddHicks,EnergyEducationSpecialistDonTrauntvein,BoardClerkValerieMessick,HollyGiglio,ReneeCook,Shawna Crabtree,Jody Barnes,andmembersofBonnevilleHighSchoolStudentCouncilwithBrennanSummersasStudentBodyPresident. III.BonnevilleStudentCouncilPresentation BrennanSummersstatedthatthestudentcouncilwouldreportontheirsuccessduringtheyearaswe llasthegoalstheydidnotreach.Hestatedthatthe creditforthesuccessesgoestothecouncil.TheaverageattendanceatBHSis97.64%.TheyhavemadeprogressinoverallGPA.Agoodnumberof freshmanattendedsportingevents.ThefocusthisyearwasshowingrespectandraisingGPA.ThesophomoresraisedtheiraverageGPAfrom2.671to3.03. TheyalsohadanAcademicPledgeBannerwherestudentssignedandpledgedtobeDandFfree.Thecounciltriedtointermingleamongallstudentsto showthattheiropinionsmatterandtoencouragemorestudentinvolvement.Theytriedtobuildunityandtriedtosupporttheseniorsin theirquesttograduate byinformingthemofscholarshipopportunitiesandsponsoringcollegefairsattheschool.Thecouncilals oworkedwithlocalcompaniestobuildrelationships thatwillhopefullylast.Theywanttogivebacktothestudentsandteachers.BrennanthankedtheBoardfortheirsupport,timeandeffort.HealsothankedMr. PymmandMr.Miller.ChairmanLordsexplainedthatsettinggoalsandworkingtowardthemmakesitallhappen ChairmanLordsaskedifthestudentshadanyquestionstheywouldliketoasktheBoard. Pleaseexplainearlyrelease.–TherewillbeanearlyreleaseonWednesdaysatapproximately2:20 p.m.Thetimewillbeusedforcollaborationbytheschool staffthatwillconcentrateoneverychildandhowtomeettheirneeds.Earlyreleasewillbeheldeveryweekwhenthereare fivedaysofschoolscheduled.Dr. ShackettexplainedthatWednesdaywasthebestdayacademicallyforbothstudentsandteachers.TheproblemwithhavingitonMondayorFridayisthat oftenparentstakestudentsoutforalongweekendwhenthereisanearlyreleasescheduledandtheDistrictcouldpotentiallylosealotof moneywhen studentsareabsent. Pleaseexplainthetimelineforthenewtechnicalhighschool.Thehighschoolisscheduledtoopennextyear.Weplantotakethreeyearstogetfullyupto speed.Studentswilleventuallyhavetheopportunitytotakeall classesonsiteatthenewTechnicalCareersHighSchool.Wewillbeginwithautobody, manufacturing,andculinaryarts.Wewillhopefullyaddapoliceacademyandfirstresponders.HOSAwillstayintheindivid ualhighschools.Wewill eventuallyhirenewteachers.Nextyearwewillkeeptheteacherswhoteachautobodyandthenhire3½timeteacherstoteachmath,socialstu dies,and English. Whatisthenextstepwithstudentscomefirst?Nextyear,allteacherswillreceivealaptopandwillreceive in-serviceonhowtoeffectivelyusethemasa teachingtool.Thefollowingyearthestatewilldistributecomputerstostudentsin1/3ofthehighschools.Weareinthep rocessofwritinggrantstogetlaptops forbothhighschools inthefirstround.Therewillbenewstatetestingrequirements.Mr.PymmreportedthatonlythreestudentswereabsentfortheSATthis spring.Thewayteachersarepaidhaschanged.Theycanearn extramoney forteachingin hardtofillpositionsorworkinginleadershippositions.Student achievementwillqualifyteachersformoremoney. Canwechangetheformatofseniorprojects?Couldwerequirestudentstoperformaservice?Seniorprojectsareveryindividual.Anythingstudentscoulddo tohelpenhancelearninginthedistrictisgreat.Butwecan’trequireit. District91hasasupplementallevythatallowsthemtoincreaseteachers’pay.Couldwedothatheresowedon’tlosesomanyteachers?Wehavea $3millionsupplementalnowthatwillbevotedonnextspring.Thiscanbeusedforongoingexpenses.Therearethreewaysadistr ictcanincreasemoney available.1)SupplementalLevy (twoyearlevy)thatcanbeusedforongoingcosts.2)PlantFacilityLevy (tenyearlevy)thatcanonlybeused tomaintain, remodel,repair,furnishandequipexistingbuildings.3)BondLevycanbeusedtobuildnewbuildingsandotherprojectsapprovedbythevoters.District91 hasn’tgrownasmuchaswehave.Wehavemoredebtbecauseoftheneedtobuildnewbuildings.ThereisaceilinginIdahoCodethatlimitstheamountof debtadistrictcanincur.So,itwouldbedifficulttohaveasupplementallevycomparabletothatofDistrict91.Peoplein ourdistrictdon’twant toraisetheir taxes.Thatwouldalsobeadeterrenttoalargersupplementallevy. HastheFreshmanAcademybeenhelpful?Ithasbeensomewhatdisruptivetotheupperclassmenwiththedifferent bellschedulesandfreshmenmoving throughthehallswhile theothersareinclass.Freshmenonthestudentcouncilbelieveithasbeenuseful.Mr.Pymmreportedthattheyareworking on logisticstomakethepasstimebetter.Theycouldpossiblymoveallthefreshmentoonewing.HebelievesthattheAcademyhas madeasignificant difference.Teachersarealsoverysupportive.Theyfeelseeingfreshmenfor45minuteseverydayhashadapositiveimpact.Somefreshme nwillbeallowed toregisterforanA-Bschedule. ChairmanLordsstatedthatthestudentsaretrendsetters.Hecomplimentedthemforcaringandforthetremendousjobtheyaredoing.Hethankedthemfor theiractsofkindnessandstatedthatthoseactswillgoalongwayinsupportingthestudentsatBonneville.Hestatedthat theyhadindeedlefta legacyand thatwewillmisstheseniors.Headmonishedthemtogetinvolvedintheelectoralprocess.Youneedtobe18yearsofageto voteandtorunforoffice. BrennanisorganizingaTownHallforumforallcandidatesrunninginBonnevilleCountywhe recitizenscanaskquestionsandgivethecandidatesan opportunitytoanswer.HeishopefullyschedulingthisforMay10atRockyMountainMiddleSchool. IV.ExecutiveSession Chairman LordsaskediftherewouldbeamotiontomoveintoExecutiveSessionper IdahoCode Section67-2345(1)(c)Toconductdeliberations concerninglabornegotiations. Motion:WendyHormanmadethemotion at12:40p.m.tomoveintoexecutivesessionforthepurposeasstated byChairmanLords.AnnetteWinchester seconded.Therollcallvotewas: KipNelson –yes AnnetteWinchester –yes WendyHorman –yes CraigLords –yes Mrs.McConnelldiscussed issues regardingsalary,leave,andinsurancepremiums that wouldprobablybebroughtupduringnegotiations. ChairmanLordsaskediftherewouldbeamotiontomovebacktoopensession. Motion:KipNelsonmadethemotionat12:55p.m.tomovebackintoopensession.WendyHormanseconded.Thevotewas4infav orwith0opposedand0 abstentions.Motionpassed. V.ItemsforDiscussion A.CreditCardProgram –AprilBurton Mrs.BurtondiscussedbeginningacreditcardprogramthroughUSBank.Thereasonfortherequestisthatvendorsoftenwon’t accept purchase ordersorchecks.TherearecurrentlycreditcardsattheDistrictlevelandatTransportation .Withthenewprogramthefinancialofficecouldset chargelimitsasneededandmonitortransactions.Theycanputinarequestandactivatethecardforthepurchaseandthendropthelimitafterthe purchasehasbeenmade.ItisoftencheapertopurchaseonlineandweneedcreditcardsforthosepurchasesChairmanLordswa sconcernedabout whatcontrolswouldbeinplaceandpenaltiesformisuse.Mr.Nelsonfeelslikeitwouldbebesttoleavethecreditcardattheprincipallevel.He statedthatthereneedstobeacheckandbalanceprocessinplace.Mrs.Burtonstatedthatthereisnofeeforacreditcard transaction.Allbillswill bepostedmonthly.Weneedtoweightheprosbetweencentralpurchasingandcreditcards.Therewouldbeabout30cardsintheDistrict.She wouldclosetheA+CreditUnionAccount.Theprogramwouldeliminatealotofpaperworkinthefinancialoffice.ChairmanLordscautionedthat misusecouldbecareerendingdecisions.Hereiteratedthatyoucannotusepubliccreditforanypersonalgain.Thepublictrustisthereasonfor checksand balances.Heisalsoconcernedaboutwhetherwearepurchasinglocallyandstatedthat weneedtodeallocallyifwecan.Thereneeds tobeaclearprocedureforwhathappenswhenmisuseoccurs.Weshouldstartveryridgedandrelaxlaterifweneeded.
