Call to Order Chairman Lords called the meeting to order at 7:22 p.m. He apologized for starting the meeting late but explained that the Board had been in an executive session for an expulsion hearing. II. Roll Call Board Members present: Chairman Craig Lords, Vice Chairman Annette Winchester, Treasurer Wendy Horman, Trustee Kip Nelson and Trustee DeVere Hunt Others in attendance were Superintendent Chuck Shackett, Deputy Superintendent Bruce Roberts, Assistant Superintendent Marjean McConnell, Chief Financial/Operations Officer April Burton, and Board Clerk Valerie Messick. III. Welcoming of Delegates and Visitors Chairman Lords recognized scouts from Troop 127 who were at the meeting as a requirement for their citizenship in community merit badge. Others in attendance were Tom Hunsaker, Doug McLaren, Kari-Sue Thacker, Todd Hicks, Karen Judy Jill Starnes, Heather Plain, Jodi Barnes, Shalene French, Dave Butler, John Pymm Rex Miller, Ken Marlowe, Kent Patterson, Rich Coburn Michaelena Hix, and E. Santos. IV. Amend the Agenda MOTION: Annette Winchester made the motion to amend the agenda as noted on the Motion and Order to Amend Agenda document. Kip Nelson seconded. Trip Request Hillcrest Debate – Carroll College Helena, Montana Annette Winchester asked to have the name of Jake Fisher as an Autism Para at Discovery Elementary School removed from the consent calendar under Proposed Contracts, Appointments, and Assignments. MOTION: Wendy Horman made the motion to accept the consent calendar as amended. DeVere Hunt seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. VI. Public Input Policy #1550 - Public Input will provide an opportunity for any Board Member, administrator, staff member, student, or patron to raise issues of interest. The Board will receive such input without comment, except to ask germane questions of those speaking. Comments should be limited to three (3) minutes. The Board will take no action relative to any items during the meeting, but may direct the Superintendent to consider such an item at a subsequent meeting. There was no public input offered at this meeting. VII. Old Business A. Changes to Bus Routes – Karen Judy Mrs. Judy reported that they have outlined the kindergarten routes and she asked for the Board’s approval. Mr. Lords asked if there are there any routes that will be troublesome. Mrs. Judy responded that there were none. Mrs. Winchester asked Mrs. Judy who was responsible for naming the buses. They name the buses to help the little kids find their bus easier by using a picture rather than a number. MOTION: Kip Nelson made the motion to accept the changes to the bus routes as presented by Mrs. Judy. Wendy Horman seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed B. Property Purchase – Roger Hill Mr. Hill recommended that the Board approve the purchase of ten acres south of 97th North that is located in Fairview Estates for $7,000 per acre. The total purchase price is $70,000. MOTION: Wendy Horman made the motion to approve the purchase of the ten acres of property as recommended by Mr. Hill. DeVere Hunt seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. C. Consolidation Study – April Burton Mrs. Burton stated that she wanted to confirm the direction of the Board regarding the Consolidation Feasibility Study. The study showed an increase in costs to the District if we were to consolidate with District 91. She asked if the Board’s desire is to pursue consolidation or not to pursue consolidation but consider combining services with District 91 where there might be possible cost savings. MOTION: Annette Winchester made the motion not to pursue consolidation with District 91 but to continue to look into ways to combine services that could help both districts to save costs. Kip Nelson seconded. The vote was 4 in favor with 0 opposed and 1 abstention. Wendy Horman abstained because she sits on both boards. Motion passed. VIII. New Business A. Audit Report – Judy Brower of Galusha, Higgins, and Galusha Ms. Brower stated that she would hit the highlights of the report and requested that the Board ask questions as they arise. She stated that the audit report is required by state law. The auditors give an opinion on the District’s financial statements based on the audit. The total net assets are $35 million which is a 2.3% decrease from last year. The General Fund balance increased to $1.7 million from 2010. The District’s number of days of average expenditures in the fund balance is about 23 days. The District has assigned the fund balance to allow for the three furlough days that the District reinstated after receiving additional funds for the State. The legal debt margin as of June 30th shows the ability to bond just below $100 million. The fund balance did increase because the District took advantage of the law that allows transfer of plant facilities funds back to the fund balance to help the District through next few years. Budget to actual show the District spent $700,000 less than budgeted. Mrs. Horman asked about the District’s bonding capacity. Specifically she wanted to know what the amount the District can bond for without raising levy rate. Mrs. Burton does not have those figures right now but will get that information for the Board. MOTION: Annette Winchester made the motion to accept the audit report. Wendy Horman seconded. The vote was 5 in favor with 0 opposed and 0 abstentions. Motion passed. B. Scientific Learning Presentation Cory Arms from Scientific Learning stated that they were here to honor Bonneville School District for being instrumental in implementing Fast Forward products. The District is one of 36 national reference sites. It is an honor to include the District on the list for implementation and research studies. This will allow the District to be first to try any new products. The Board was presented a plaque and a banner. IX. Committee, Curriculum and Administrative Reports A. Facilities Planning Committee Report - Annette Winchester, Craig Lords Chairman Lords asked Roger Hill to report on the committee activities. Mr. Hill reported that the committee m et last week and they are planning another meeting on the 19th. The committee will discuss the survey results as well as recommendations for a District 3, 5, 10 year facilities plan. They will then write a recommendation to Board. They plan to make a presentation at the November Regular Board Meeting. Mrs. Horman asked that the committee look at a study assessing each school’s need. Mr. Hill said that he would undertake this effort again to help the committee and Board know who has what and who needs what. Chairman Lords expressed appreciation to Mr. Hill for chairing and getting the committee underway. X. Call for Agenda Items for Upcoming Meetings A. Work Session - October 26, 2011 with Lincoln High School Student Council 11:30 a.m. Review the management letter from the audit B. ISBA Conference- November 9 – 11, 2011 – Coeur d’Alene Resort Hotel C. Regular Meeting - November 16, 2011 XI.
